organised by the International Centre for Defence and Security (ICDS) and the Estonian Ministry of Defence (MoD), will take place on 26-27 September 2023 in Tallinn, Estonia.

Mobilising Ourselves to Deter Another War in Europe
Russia’s war against Ukraine triggered manifold changes in transatlantic and European defence. NATO pivoted firmly towards its territorial defence mission and accepted Finland as a new member, with Sweden to follow soon. The EU has made innovative use of common mechanisms to increase defence assistance to Ukraine and seeks to bolster defence industrial capacity. Various individual countries have dedicated substantial efforts and resources to enhance their defence capabilities, step up regional cooperation and ensure more effective deterrence across all operational domains. The unity of Ukraine’s Western allies took Russia by surprise, and continues to enable Ukraine’s success in defending itself against the aggression.
Yet, the challenges are multiple and enormous and the uncertainties are abundant. The effort to mobilise and sustain our political and societal will, industrial capacity and military power is of crucial importance for securing enduring peace in the future. Equally pivotal to our success will be the capacity for collective foresight, so that today’s decisions and solutions do not become the roots of tomorrow’s problems or strategic failures. The key to being prepared for the security challenges ahead lies in our hands.
