Arti Hilpus

Director of Arms Control Division for NATO and Transatlantic Relations, Ministry of Foreign Affairs of Estonia

Arti Hilpus has been the Director of the Arms Control Division in the Department for NATO and Transatlantic Relations at the Estonian Ministry of Foreign Affairs since August 2022. Previously, he served as Ambassador of Estonia to Latvia (2018-22), to the Russian Federation (2015-18), and to Norway and Iceland (2009-12). His earlier diplomatic assignments include First Secretary in Berlin (2001-04) and non-resident Ambassador for Western Balkans countries (2012-2015). In the Foreign Ministry, Mr Hilpus has been Director of the Security Policy Division and Acting Director General of Department (2006-2008), Director of the EU Common Foreign and Security Policy Division, and Head of the Personnel Division. He joined the foreign service in 1996. He has a degree in history from the University of Tartu (1995) and is a graduate of the International Training Course at the Geneva Center for Security Policy (1999).
